European Ryder Cup hopeful Hojgaard led by four shots after six holes on the final day in Copenhagen but made three bogeys and a double-bogey over the next nine holes.
Penge took advantage, carding a four-under-par final round of 67 and sealing victory with a three-foot birdie putt on the par-five 18th after Hojgaard had put some pressure on by making an eagle.

It was the world number 97's second title of a breakthrough year after also winning the Hainan Classic in China in April.
"My main goal after I won (in China) was to not get complacent and drop off basically," said Penge, who finished on 16-under for the tournament.
"My team have been a massive support for me, my family, everyone involved really.

"It's made me keep striving for more and this is amazing. And Rasmus, he's some player, to hit the shot he hit into the last and make eagle and basically make me have to win it was unbelievable."
Hojgaard, whose twin brother Nicolai played in Europe's 2023 Ryder Cup triumph in Rome, sat eighth in the qualifying standings heading into the week.
The top six at the end of next week's British Masters will qualify automatically for Luke Donald's team for the matchplay showdown against the United States next month at Bethpage Black in New York.
